“A society is judged by how it treats its most vulnerable”, however, this is not a reality and most especially in the case of War when people who are vulnerable especially mentally ill are the most obvious to attack and eliminate in the numbers game ie each side wants to ratchet up maximum casualties to indicate their stronger position.
